About Klallam People

The Klallam call themselves nəxʷsƛ̕ay̕əm̓, usually rendered as the strong people, and they have held the same coastline for as long as the record runs: the southern shore of the Strait of Juan de Fuca, from Discovery Bay west past Port Angeles and the mouth of the Elwha toward Clallam Bay and the Hoko River. Some crossed the water to Beecher Bay on Vancouver Island, where their descendants are the Scia'new First Nation. The county that covers most of the homeland still carries a spelling of the name.

Klallam is a Central Salish language, close enough to the Straits Salish spoken by Saanich and Lummi neighbors that linguists spent decades arguing over whether it counted as a language of its own. It does. Hazel Sampson, the last person raised speaking it, died in 2014, and the language did not go with her: it has a working alphabet, a dictionary and a grammar compiled with linguist Timothy Montler, and it has been taught for foreign language credit at Port Angeles High School since the late 1990s.

Two things explain much of the Klallam present. In 1855 they signed the Treaty of Point No Point and were told to relocate to a reservation on the Skokomish River, in Twana country. Most refused. In 1874 a group under a leader named James Balch pooled roughly five hundred dollars in gold coin and bought land near Dungeness outright, founding the settlement they named Jamestown after him: people buying back a piece of their own country to avoid removal, which is a rare thing in the history of American Indian policy. The other is the Elwha. Two dams built early in the twentieth century, neither with fish passage, cut the salmon off from most of the watershed and flooded the place the Klallam name as their creation site. Both came down between 2011 and 2014, the largest dam removal ever attempted in the United States, and the fish came back on their own.

Three federally recognized tribes carry the name today: Lower Elwha Klallam, Jamestown S'Klallam and Port Gamble S'Klallam. Salmon and shellfish are still the center of things, as food, as ceremony and as treaty right under the Boldt decision, and Klallam canoes turn out every summer for the intertribal journeys. In 2003 a state construction project in Port Angeles cut into Tse-whit-zen, an ancestral village holding centuries of burials. The tribe stopped the job, the state walked away from it, and the ground was eventually returned to Klallam hands.
