About Lebou People
The Lebou are the people of the Cap Vert peninsula, the ones who were already there when Dakar was built on top of them. Yoff, Ngor, Ouakam, Hann, Cambérène, Mbao: these are old Lebou fishing villages that are now districts of a capital of several million, and the Lebou have spent two centuries insisting, with real success, that being surrounded does not make them tenants. They hold much of the peninsula under customary title, they still recognize a Grand Serigne of Dakar as their traditional head, and their claims resurface in court whenever a road or a beachfront hotel wants a right of way. That stubbornness has a founding date. Around 1790 the Lebou broke from the Wolof kingdom of Cayor and governed themselves as a small republic, with an assembly of notables, a jaraaf for civil matters and a serigne for religious ones, an arrangement that held until the French reduced it to ceremony. They speak Wolof in a coastal variety that speakers from the interior recognize immediately, and their own traditions trace an earlier migration down from the Senegal River country, with old ties to the Serer that the shift into Wolof eventually covered over.
They are Muslim, and Yoff is the birthplace of the Layene, the smallest and most local of Senegal's Sufi orders, founded in 1883 when a Lebou fisherman named Limamou Laye announced to his village that he was the Mahdi. Layene men dress in white, and their dead are buried in the sand within sight of the water. Running alongside all of this is the ndëpp, a healing ceremony held for people in mental crisis and addressed to the rab, the ancestral spirits that attach themselves to a lineage. It is organized and led by women, it takes days, it involves drumming and an animal offering, and it ends by handing the patient back to a household rather than to a clinic. Work is the ocean. Pirogues go out from Yoff and Soumbédioune before dawn and the catch is sold on the sand a few hours later, an artisanal fishery that still feeds much of Dakar and is now squeezed by industrial trawlers offshore. Inland from the dunes, the niayes depressions are market gardens. The coast also produces wrestlers: laamb, with its charms, libations and drumming, is a Lebou preoccupation as much as a national sport.
