In 1998 the Harti built Puntland as a federal region rather than a breakaway state, a decision that still divides it from Somaliland and still drives the dispute over Sool and Sanaag. The older economy has not vanished either: camels and goats move north through Bosaso to Gulf buyers, and frankincense is still tapped in the Cal Madow highlands. What changed is the map. Since 1991 a large share of the clan has ended up in Minneapolis, Toronto, London and Scandinavia, where the genealogies are recited over the phone.
