About Malto People
The Malto are the people of the Rajmahal Hills, a worn, forested upland that rises out of the Ganges plain in northeastern Jharkhand. Government records and neighbors know them as Sauria Paharia, Paharia simply meaning hill people, while their own name, Maler, is usually glossed as men or people. Height is part of who they are: for centuries they have lived in small villages on ridges and hilltops, above valleys settled by others. Their language, Malto, is Dravidian, an island among the Indo-Aryan tongues and the Austroasiatic Santali spoken around them. Its nearest relative is Kurukh, the language of the Oraon, and Oraon tradition explains the link: when the ancestors were driven from Rohtas, one party followed the Ganges to these hills while the other went south into Chota Nagpur. The Kumarbhag Paharia speak a closely related form of Malto, while the neighboring Mal Paharia, though also called Paharia, now speak an Indo-Aryan language.
The eighteenth century was the turning point. Raids on plains villages set the hill people against landlords and the East India Company, and in the early 1780s Augustus Cleveland, the Company's collector at Bhagalpur, answered with allowances for hill chiefs, an assembly of headmen to settle disputes, and a corps of Hill Rangers recruited from the Paharias themselves. In the 1830s the British marked out the Damin-i-koh, a government estate taking in the hills and their skirts, and brought in Santal settlers to plow the lower ground. The Santals took the valleys and lower slopes; the Malto kept the heights. Up there, farming still often means kurwa, shifting cultivation in which a hillside patch is cleared, burned and sown with maize, millets and pulses, then left to recover, a practice one administration after another has tried to curb. Religion is rooted in the same ground: offerings to the spirits of village, forest and ancestors, with ritual specialists consulted when illness or misfortune needs explaining. Christian missions have worked in these hills since the nineteenth century and won a lasting following, and Hindu festivals drift up from the plains. India lists the Sauria Paharia as a Particularly Vulnerable Tribal Group, an official way of saying that roads, schools and clinics have been slow to make the climb.
