It is closer to Ibanag and Itawis, spoken in the nearby Cagayan valley, than to Ilocano, though most Isneg also speak Ilocano as the common tongue of the north. Distance has shaped their history. Spanish missionaries working up from the Cagayan valley never held the interior for long, and headhunting was still part of Isneg life when the Americans arrived. The Americans made Apayao a subprovince of the old Mountain Province. Later it was joined to Kalinga as a single province, and in 1995 Apayao became a province of its own, with the Isneg as its core population.
Most Isneg today are Christian, either Catholic or Protestant, but older beliefs about the spirits of forest, river and household have not disappeared. Ritual specialists once dealt with those forces through offerings and chanted prayers, and families still turn to them in some places. The say-am was the great communal feast of older Isneg life. It was held after a successful raid and brought people together for gongs, dancing and shared food, which built the bonds between households along the river.
