The second was concrete. Hoover Dam and the rest of the system upstream ended the annual flood, the delta dried, and in most years the Colorado no longer reaches the sea at all. Farming that had fed the Cocopah for centuries simply stopped being possible. In Mexico, the Cucapa leaned harder into fishing, only to collide with a biosphere reserve declared over the delta in 1993 that restricted the corvina catch they rely on. That argument is still live.
They are two communities now carrying one identity. In Arizona, the Cocopah Indian Tribe holds reservation land near Somerton, set aside in 1917 and enlarged in the 1980s, with its own government, police, museum, and enterprises. In Mexico, the Cucapa are among the smallest recognized indigenous peoples in the country, concentrated at El Mayor in Baja California and at settlements in Sonora. Their language belongs to the Yuman family, sitting closest to Kumeyaay and cousin to the Quechan and Mohave upriver, and it now has very few fluent speakers and a serious teaching effort behind it. What has held is less visible than land: song cycles received in dreams and sung to a gourd rattle, cremation and the memorial ceremony that may follow a death by months or years, a reluctance to speak the names of the dead, and beadwork, above all the wide beaded collars worn at gatherings.
