About Tosks People

They are one of the two halves of the Albanian people, and since the 1972 orthography congress their speech has been the spine of the written standard, so a northerner from Shkoder now writes in something closer to a southerner's tongue than to their own. That outcome was not neutral: independence was proclaimed at Vlore in 1912, and the man who ran the country from 1944 to 1985 came from Gjirokaster.
