About Talaud People
The Talaud are the people of Indonesia's last islands before the Philippines. Their islands sit at the far northern tip of North Sulawesi province, much closer to Mindanao than to Manado, and that position explains a lot. Their language points north, their government answers to Jakarta, and their neighbors in the Sangihe islands to the southwest are close enough in speech and history that outsiders often lump the two together. Talaud people generally do not. Home is Karakelang, the largest island and the site of the regency town of Melonguane. The homeland also takes in Salibabu, Kabaruan, the small Nanusa group and remote Miangas. Villages hug the coast, and people make their living from fishing, coconuts and copra. The Talaud language belongs to the Sangiric branch of the Philippine languages, with Sangirese as its closest relative, and the island groups each keep their own dialects. Indonesian and Manado Malay cover school, government and trade. Faith is overwhelmingly Protestant, the legacy of missions in the nineteenth century, and the church anchors village life. Customary law, or adat, still carries real weight alongside it.
The clearest example is eha, a customary ban that closes a stretch of reef, sea or land to harvesting for a set period. Villagers make a very long line from coconut fronds and forest vines, wade out as the tide falls, and slowly draw it toward shore, herding fish into the shallows, where the catch is taken and shared out. It is the best known Talaud tradition, and it also works as a real system for managing the reef. Miangas holds the islands' place in legal history. In 1928 an arbitration between the Netherlands and the United States, known as the Island of Palmas case, ruled that the island belonged to the Dutch East Indies and not to the Philippines, which were then under American rule. That decision is why the people of Miangas are Indonesian today, and why a tiny island community still turns up in international law courses.
