About Arusha People
The Arusha are Maa speakers who farm, and in the Maa-speaking world that comes close to a contradiction. Maasai, Samburu and Parakuyo built their sense of themselves on cattle, and on the conviction that turning soil is work for other people. The Arusha moved up onto the southern and western slopes of Mount Meru in northern Tanzania in the early nineteenth century, planted banana groves, cut irrigation furrows into some of the richest volcanic ground in East Africa, and kept everything else: the language, the age-sets, the beadwork, the carriage. Their Bantu-speaking neighbors on the mountain, the Meru, had the farming knowledge. The Kisongo Maasai on the plains below had cattle and marriage partners, and the two peoples have intermarried for generations. An Arusha homestead sits inside a banana grove rather than a thorn enclosure, and the herds are smaller and often stall-fed, but nobody on Meru mistakes an Arusha elder for anything other than Maa.
Their nineteenth century ended badly. In 1896 a German column came up the mountain in reprisal for the killing of two missionaries, burned homesteads and executed leading men among both the Arusha and the Meru. Settler coffee farms then took a wide band of the best land, and pressure on those slopes has never really eased. What is striking is what the Arusha did not have while all this was happening: chiefs. Authority ran through age-sets, groups of men initiated together who move as a body through warriorhood into elderhood, and through the personal standing of particular elders as speakers. A dispute over a boundary, bridewealth or an inheritance was talked out in front of neighbors and age-mates who had no power to impose a verdict, only to press for one. The anthropologist P. H. Gulliver spent years on this in the 1950s and made the Arusha a standard case in the study of law: settlement by negotiation rather than by judgment. Most Arusha today are Christian, Lutheran above all after a long Leipzig Mission presence, with Catholics and a Muslim minority, and the older sense of Engai and the weight of an elder's blessing have not gone anywhere. The city named after them is now safari lodges, tribunals and the headquarters of the East African Community, which means the word Arusha travels the world attached to almost anything except the people who answer to it.
