The Russian Empire took the district in 1878, and in 1904 the linguist Nikolai Marr traveled through Shavsheti and Klarjeti and wrote one of the first scholarly accounts of the Georgian spoken there. The Treaty of Kars in 1921 put the area back under Turkey. That cut Imerkhevi off from Adjara, whose Muslim Georgians stayed on the Soviet side. The border stayed closed for most of the twentieth century, and the valley's Georgian developed on its own.
