Peasants from eastern Finland then moved into villages left half empty by war and by the flight of Orthodox residents. The Izhorians and Votes who stayed were also Finnic peoples, but they were Orthodox. Religion became the working border between people whose languages were close relatives. The settlers came in two groups that stayed recognizable for centuries, each with its own dialect and dress. The Äyrämöiset took their name from the parish of Äyräpää on the Karelian Isthmus, and the Savakot came from Savo and other eastern districts. Ingria went back to Russia during the Great Northern War, and Peter the Great founded St. Petersburg at the mouth of the Neva in 1703. The Finnish villages became the countryside of an imperial capital. They supplied the city with dairy and seasonal labor and kept their Lutheran congregations.
The 20th century nearly destroyed them as a people on their own land. In the early 1930s Soviet collectivization brought deportations of so-called kulak families. Next came clearances of the border zone. During the Great Terror of 1937 and 1938, Finnish-language schools and Lutheran churches were closed and many men were shot. In World War II, those trapped inside the siege of Leningrad were deported east. Tens of thousands in German-occupied districts were moved to Finland, but after the armistice most of them were sent back to the Soviet Union and barred from settling in Ingria. Families ended up scattered across Siberia, Central Asia, Karelia and Estonia. Recovery came late. From 1990 Finland accepted Ingrian Finns as returnees, and tens of thousands moved there before the program closed to new applicants in 2011. Russia formally rehabilitated its Finns in 1993, and Lutheran parishes in Ingria reopened. Few young people still speak the old village dialects. Russian dominates among those in Russia and standard Finnish among those who moved. Identity now lives in church life, choirs, cultural societies and family memories of deportation. Many say plainly that in Finland they are called Russians, and in Russia they are called Finns.
